1. The Government of Mongolia has receivedfinancing from the World Bank toward the cost of the Mongolian Export Development Project, and intends to apply part of the proceeds toward payments under the contract for Supply Equipment for the Central Leather Testing Laboratory.

2. The Ministry of Food, Agriculture and Light Industry (MoFALI) now invites sealed bids from eligible bidders for supplying the necessary equipment and relevant materials for physical and analytical testing of leather and leather products (Equipment: gas chromatograph, spectrometer, thickness measuring, fastness tester, oven, UPS, etc.), (129 types reference materials: dimethoxy benzidine, dichlorophenol, di-cyclohexyl phthalate, etc.), (243 types chemicals: acetonitrile, ammonium, methanol, sodium acetate, etc.).

Reference materials for the calibration of laboratory equipment and chemicals will be used to test leather and leather products.

Bidder must meet the minimum qualification criteria:

• Minimum average annual turnover of last 3 years (2020, 2021, 2022) no less than 800,000 (Eight hundred thousand) USD; Where the Bidder is a Joint Venture, the lead partner must meet at least 40% (320,000 USD) of the requirement, each JV member at least 25% (200,000 USD) and the JV at least 100% of the requirement
• The Bidder shall demonstrate that it has successfully completed at least 1 contract within the last 3 years (starting January 1, 2020) prior to the bid submission deadline, each with a value of at least 800,000USD that have been successfully and substantially completed and that are similar in nature and complexity to the Laboratory Equipment specified in Table No1, Section VII, Technical Specification and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined.

3.        Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank BorrowersJanuary 2011 (revised July 2014)(“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
